Thanks for trying above steps. We are aware of this issue, which is currently affecting a small subset of PC users running specific embedded file configurations. Our developers have found a solution that will get Steam working normally for you, but it’s a large change that will take some time for them to implement. We don’t have a specific time frame for resolution. Please use the web version of Steam in a browser to access the Community and Store in the meantime.
